The Department of English Language and Literature was established in 1995 with the aim of educating and training qualified high school English teachers. Therefore, the first program offered by the department was Teaching English as a Foreign Language (TEFL) at undergraduate level. The first group of incoming students included 48 males and females. The department offered TEFL at undergraduate level for four years, educating 160 students.
 
Since 1999, the department has been offering English Literature at undergraduate level. Over 600 undergraduates in English Literature have graduated from the University of Qom since then. Currently, there are over 180 students majoring in this field.
 
In 2013, the department started its graduate program in Applied Linguistics, or more commonly known as TEFL in Iran. The first group of incoming graduate students in Applied Linguistics included 12 males. Currently, there are 22 MA students. Beginning with September 2015, the department will admit the first group of female graduate students in Applied Linguistics as well.
